You must be at least 18 years old and registering on your own behalf. Registering for another person, or using someone else's identity documents, is prohibited and may be prosecuted.
You agree that the information and documents you submit are true, current, and your own. Submitting falsified documents is a criminal offence and will result in denial of your application and possible referral to the authorities.
Verification is at the Municipality's discretion. We may approve your application, ask you for more information, or deny it. Passing the automated checks does not guarantee approval — a municipal officer makes the final decision on every application.
Keep your PIN confidential. You are responsible for activity under your account. Tell us immediately on 0929 143 7804 if you think someone else is using it.
Do not attempt to defeat the verification process — including presenting a photograph, video, mask or recording of another person to the face check — interfere with the service, or access it by automated means.
The service is provided "as is". We aim for continuous availability but cannot guarantee it, and we may suspend it for maintenance.
To the extent permitted by law, the Municipality is not liable for indirect losses arising from use of the service. Nothing here limits your rights, or our obligations, under Philippine law.

How the Municipality of Marilao handles your personal data, under the Data Privacy Act of 2012 (RA 10173).
The Municipal Government of Marilao, Bulacan is the personal information controller for this service. Our Data Protection Officer can be contacted through MITS on 0929 143 7804.
To confirm you are who you say you are before giving you access to municipal services (business permits, civil registry, payments, incident reports), and to protect residents against identity fraud.
For your face and signature we rely on your explicit consent, which you give separately and freely. You may refuse. If you do, you can still transact in person at the Municipal Hall — online verification is a convenience, never the only route to your rights as a resident.
We use Amazon Web Services as our processor. Your account data and documents are stored in AWS's Singapore region. The face liveness check runs in AWS's Tokyo region, because the service is not offered in Singapore; the image is returned to Singapore for storage and comparison. We do not sell your data and we never share it for advertising. We disclose data to law enforcement only where legally compelled.
Identity images, facial images and signatures are retained while your account is active and for the period set by our Data Protection Officer afterwards, then securely deleted. Verification decisions are retained for accountability.
Under RA 10173 you have the right to be informed, to access your data, to object, to have it corrected, to have it erased or blocked, to data portability, and to damages. To exercise any of these, contact us on 0929 143 7804. You may also complain to the National Privacy Commission (privacy.gov.ph).
Your data is encrypted in transit and at rest. Access by municipal staff is limited to authorised reviewers and is logged.

This is the part people most want explained plainly, so here it is.
It is how we know a real person is present. Without it, somebody holding a photograph of you could open an account in your name and apply for permits as you. The movement check exists to protect you, not to inconvenience you.
Your drawn signature is stored with your application, exactly as a signature on a paper form would be.
You can say no. If you would rather not have your face captured, do not tick the box — go to the Municipal Hall and verify in person instead. You will not lose any right or service by refusing.
